The President's Assertive Prediction on US Energy Investment in Venezuela Faces Expert Skepticism.

Market specialists have shown significant doubt regarding optimistic predictions that US large firms will quickly commit vast sums of dollars to rebuild the country's crumbling energy sector.

Requirement of Absolute Assurances

Absent an absolute assurance of complete repayment from the Washington, experts believe global energy giants to proceed with great care.

“It is too early to discuss any future business activities,” an official stated in response.

The optimistic schedule of less than a year and a half was boldly suggested. Yet, expert analyses paint a different picture.

A More Realistic Outlook

“It is likely going to take three years for any meaningful production bounce,” said one energy analyst.

Experts believe energy firms would likely spend:

  • Initial phase: Navigating new government and security contracts.
  • The second year: Beginning rebuilding of equipment.
  • Year three: Being able to meaningfully increase yield.

This suggests an increase of around half a million bpd possibly by the end of the decade.

Appetite Compared to Readiness for Investment

There is a critical difference between multinationals’ interest and their appetite to invest substantially.

“I think their attention is an eight, on a scale of one to 10. I think their readiness is a four or five, because there is a lack of certainty yet.”

Experienced observers in the sector reinforce this caution. The expectation is that majors will politically call it fantastic while actually acting with great care.

The Colossal Cost

The monetary bill would be enormous. University analysis suggest that adding between half a million and a million barrels per day would require more than $10 billion in investment over several years.

However, restoring production to historical levels of around 2.5 million bpd could require a staggering $80 billion to $90 billion over many more years.

The Unanswered Issue of Federal Guarantees

The suggestion of oil giants being compensated by the US taxpayer has been often mentioned. But, concrete details on this proposal have so far not been forthcoming.

Without clarity is the primary impediment for the industry's caution. Operators seek guarantees against sovereign risk and the risk that a subsequent president could refuse any agreement.

“They must be insured against sovereign risk, that we’ve witnessed in Venezuela before.”

Ultimately, while rhetorical promises runs strong, the practical realities suggest a path of extreme caution for potential significant venture in the country's oil sector.
